Conservation Groups released in March a report entitled “Easy to Start, Impossible to Finish: Alaska spends millions on arctic road projects without plans to complete the projects.”  The report provides the history and financial data to make the case that Alaska is prematurely spending money on road studies without clear evidence that it will ever be able to recover its investment.  The report was written by Lois Epstein, a licensed engineer and former director of the Alaska Transportation Priorities Project.
